I wonder at what point of time this "three years of U.S. work experience" applies from. Is it that you should have 3 yrs exp when you applied for labor or is it when you apply for 485??
would create a quota exemption for certain highly skilled immigrants who have at least three years of U.S. work experience.
That pretty much covers almost all of us in IV

Could you please translate this into layman's English? What you appear to be saying is that speed (CIS efficiency) is more important than number (quotas), but your expample confirms that cases are stuck because of number unavailability (quotas), not because of CIS inefficiency. You got your own green card in three months, did not you? That tells me that CIS darn well capable of processing applications in a timely manner.
Like I said, its a combination of the 2 main things, the efficiency of processing and the quota limits. Changing either 1 without the other other probably won't get us far.
Yes, USCIS IS capable of processing quickly (for example, my own case - but I'd say I was very VERY lucky, rather than an indication of system wide improvements). Remember, my GC was approved whilst my PD was not current, and I am still baffled why this happened. Having talked to many people about it, there is a strong suspicion of "squeaky wheel" helping.
What I was trying to say was - the perceived improvement in speed in the last quota 1/4 of this year (May- Sept) was NOT because USCIS suddenly streamlined and improved their processing speed. It was because there was a backlog of approved applications just waiting for PDs to move so that visa numbers can be assigned.

Forming human chain may involve actually holding hands.. and might turnout to be unhygienic to many. How about hunger strike - for a day or two - and it is also good for health. A better option would be -DONATE a day's salary to IV on a particular day..I am in for it: Nov 9th?
I am not being jsut sarcastic here: just curious to know, of the 20K+ people who had directly benefited by IV between July 17 and Aug 17, how many were there in the rally? July fiasco is the one that has made many immi community professionals to look up to IV mainly because PEOPLE directly benefited from IV's efforts. Still it would be worthwhile to analyze the response and attitudes of IV users/members in general, and fiasco beneficiaries in particular, before getting carried away by the euphoria of the moment to plan for rallies in state capitals, SFO etc.
Just because you can go on a city's roads with permission, does not mean that you should do it compulsively nor over do it. SJ and DC rallies made the point: caught the media and lawmakers' attention. Do one every month, then it will be a joke.

140 Filed 7/17/07
Reached NSC 7/18/07
Check Cleared 7/23/07
I have not received the Receipt Notice yet.
On the back of the cleared check, I see some numbers but not sure which is the receipt no. Does it start with LIN followed by 10 digit number? Or, is it 12 digit number with no letters?

That is right. But same country quota is there in EB system also. So in point system also 80% of people will get same quality of people as current system. But advantage is process delay will be eliminated.
I think people should read the legislation completely and understand before they comment on the proposed system.
With the existing system people will wait for their turn , In the proposed new system the application gets trashed and one cannot apply for 3 more years if one can not make it in the year he or she applied.
What are the rules governing the new system when more people get highest score than the available green cards per country . It would be another lottery . This can not be a merit based system unless they remove country caps.

Shifting from the internet model would be failure in terms of the numbers which we really are looking for.
State boards are kind of semi internet usgae only (Though not forum...). But those also do not make passive ones come ahead. So real issue is not the type of meet, the first real issue is feeling that you are in trouble..and 2nd is to stand up for fighting against that. And 3rd.. yes through IV we will be able to do this and so become active.

I am working on this with some lawyers, so be patient. The Stimulus payment is a benefit, regardless of what the SSA says, but you don't need to do anything else now. Just keep any communications you have with them in case you need to refer to them later. You do not need to have an SSN in 2008, since you can apply for the stimulus payment in 2009 if you did not get it in 2008. This rule is posted on the IRS website. I also have significant documentation the PROVES this is a benefit, in addition to the material I posted in the OP.
From the Wikipedia article that you referred to:
Federal Benefits
The transfer of money, property, services, or anything of value, the principal purpose of which is to accomplish a public purpose of support or stimulation authorized by Federal statute,…and includes, but is not limited to, grants, loans, loan guarantees, scholarships, mortgage loans, insurance…, property, technical assistance, counseling, statistical, and other expert information; and service activities of regulatory agencies.
Also, the SSA defines a benefit as follows:
20 CFR Part 422 [Reg. No. 22] RIN 0960-AF05 Evidence Requirements for Assignment of Social Security Numbers (SSNs); Assignment of SSNs for Nonwork Purposes, a "valid non-work purpose" results when the "law requires an alien who is legally in the U.S. to have an SSN in order to receive general public assistance benefits (i.e., a public benefit that is means-tested) to which the alien has established Entitlement."
I have a ton of documentation to support our case, but I don't want to post it here until I have had a chance to discuss our strategy with the lawyers who are working on this.
Please do not refer to the stimulus payment as a rebate in any communications you have. It is not a rebate, which implies the return of money paid. Many people who earn no taxable income can apply for the stimulus payment. This makes it different from any tax scheme. The fact that the IRS administers the program does not prove that it is a tax program. Moreover, official IRS documents refer to the stimulus payment as a benefit similar to food stamps, not a rebate.

Gautamagg (Gautam Aggrwal) is Columban.
Gautam: If you have difference with Immigration Voice's position in opposing the merits based system that gives 21 points being illegal and 20 points for having MBA or MD, then you are entitled to have that opinion, but dont peddle your agenda on this site and find another website or forum to advocate in favor of merits based points system.
Merits based point system awards supplemental points for illegals. Being illegal is not an accomplishment. Having an MBA or MD is. The two cannot be awarded merits on the same scale.
Merits based point system works well in countries that dont have annual caps. Like Canada. Their objective in Canada is to fill the country with younger working population in order to balance to demograph that is headed to an aging population. USA is not like that and having points system in conjunction with numerical caps will cause greencard to go to paper-tiger resumes that have lots of points but not employable. There are millions of Ph.Ds in Science in India and China and they would not be employable here but would get GCs. Just like Canada, we would have greencard holders with Ph.Ds and MBBS driving cabs. Employability has nothing to do with papers that prove how many years you spend on colleges accumalating degrees.
A bachelor's degree from Harvard and a Bachelor's degree from Rutgers would get same points : 16 points. Is that really a measure of merits?
But again, if you feel that point system is great, issue press release on your own and peddle your agenda on your own but dont use this site to peddle that agenda. You are free to discuss with other members but dont issue press release and dont speak to the media on behalf of IV. Speak to the media as an individual.
The position of immigration voice on points system is very clear and it will stay that way.
I agree with you proposed pointbased system may not be good for us, but do you really think we have resources to change legislation,
what are we fighting for?, I think immigrationvoice is for people who are already here legally and waiting for green card, don't you think we need focus on our own agenda and stop chasing piggy back ride on CIR.
if we can influence to streamline current processes for faster approval of GCs, itz good enough for us.
I really don't think any lawmakers are going to take our advice when they draft these BS bills
